Aiden...sexual maturity can be reached by veiled females at about 5 months of age....some have been reported to be sexually mature earlier than that and others later.
To keep a veiled chameleon you need...
A cage, an incandescent light with a metal hood, a UVB tube light (that has not got glass or plastic between it and the chameleon), branches, a plant mister for watering, a dripper (can be as simple as a container with a tiny hole in the bottom of it), containers to keep the insects in, supplements (phosphorous-free calcium powder, vitamin powder with a beta carotene source of vitamin A, (maybe one with preformed vitamin A too) and a phos.-free calcium/D3 powder), insects of appropriate size, a thermometer and humidity gauge. A timer for the lights and a power bar to plug them into would help too. You need to be able to gutload the insects and feed them a nutritious diet. You need some real (non-toxic) plants that have been well-washed...both sides of the leaves.
You do not need anything for substrate. I never recommend using any for arboreal chameleons...too many of them contain toxins or can lead to impaction.
Don't know if I missed anything or not.
Here are some good sites with good information that you and your Dad might like to read...
