you call you local council, ask for public protection / licensing.
there isn't a standard cost in the uk, fees range from £48 up to £1100 depending on where you live.
Some councils are happy to help you obtain a license, others will do everything they possibly can to stop you (even raising the fee to a level that makes the license out of reach for most people).
What was it you were wanting to keep with a DWA license? _________________
