The RSPCA and the dead cat:

Reporter Matthew Chapman investigates how the RSPCA waged a fruitless
and costly two year legal campaign against a policeman who was accused
of killing a cat. It is one of several cases investigated by the BBC
which raise questions about the RSPCA's ability to prosecute hundreds
of alleged cruely cases in the UK every year. The cat case cost tens
of thousands of pounds of public money. The RSPCA says the Animal
Welfare Bill currently going through parliament will allow it to bring
an extra hundred prosecutions a year. Critics have accused the charity
of being hijacked by animal rights fanatics and using bullying tactics
to bring court cases.

In addition to the cat case, we will also be discussing a failed
prosecution against a pet shop. Both prosecutions failed, but cost
the tax payers tens of thousands of pounds. These failed two
prosecutions represent only the tip of a very murky iceberg - how many
other prosecutions by the RSPCA should never have been brought? Let's
hope this program will ask some very difficult questions! If they
don't, I most certainly will!
