I have had problems with my baby Hermann's tortoises eyes, my vet thought them to be abscesses but my son found this info on the internet which seemed to sum up the issues Timmy was having as well as my sons dragons, my vet completely agreed that this could well have been the problem for both.
The following link is for a site which gives expert guidance on UV lights for reptiles and as you can see they have given a lot of space to this problem, also looking at the section on reflectors it seems amazing how much these can alter the output of one of these tubes, there is a wealth of information of a much more technical type than I honestly understand.

From my reading of this the main gist of the problem seems to lie with a balance of types of UV light, UVA and UVB in the correct balance to copy sunlight as close as possible, apparently some tubes have an incorrect balance of these types of light which can cause problems, sickness, even perhaps radiation burns. I think this is the main issue but of course I could be completely wrong, its all a bit too scientific for me but if you’re a lot cleverer than me you might make more sense of it, the point is, it isn’t good.
Next I have included a couple of threads from forums discussing the same thing, note in both cases mention is made of the EXO-TERRA Repti-Glo 10.0 tubes which are the ones Jonathan and I have been using for both Timmy and his dragons
