I found this one out basking on feb the 9th, though great find and great photo opertunity.
I've since been up and found two dead ones in one day (frost or lack of food i dont know) there were an awful lot of them about even on such cold days (wind chill) any way i decided to catch this one (a male i think) very easy as it was so cold also very thin, it fed ravonously on red runner roachs and seems to have settled it to its new environment, a few more pics:

If it was on private land (i.e not yours or on a SSSI) it would be illegal but they are classed as a common species so you could take (in theory).
BUT.........melanistic neonate common lizards are quite common so why would you!!!!!!!!!!!!!!!!!!!!!

Jamie i dont know, to be honest. I had loads as a kid. I wouldnt want to do any thing to harm the population (lots of them, more than i've seen any where) i have found, but i am a bit concerned about there early emergence (i've found a few dead ones, they look emaciated) The way i understood it was you cannot sell them (L vivipera), gunna go see what i can find about taking them from the wild, will get back to you  _________________ http://s124.photobucket.com/albums/p17/Bird-fly/

Slippery 42, thanks for that.
Its not a neonate though, all neonate L vivipera are very dark brown, i'd say this one is nearly full grown
