Do you have identical hide at both ends?

Perhaps he feels more comfortable at the cooler end. Try swapping the hides around and see if he prefers the one hide to the other...

a couple of mine spend most of their time at the cool end too.

I tried swapping the hides around just to make sure but they stayed at the cool end. I guess they just like it a little cooler.

some of mine will go through a phase of enjoying cooler temperatures, and then sometimes you find the heating up for longer periods, and wonder why they dont cool down lol.

could be the cause of this. digital thermometers with a probe sensor are better for taking surface temps. Could well be that the temperature on the surface is too hot. Have you got a thermostat?

Here's some thermometers

Best thing I ever did was buy a TN1 temp gun, can't beat em.

Temps could be higher than the dials sayin or he could just prefer the hide.

If its a dial then I would say the temp is a bit too high,a good way to check the surface temp would be with a temp gun, they are much more accurate.
