Does anyone know if i can use BedXcel as a substrate for Ishi (Hermanns)

wouldn't you want to replicate what your tortoise would be living on in the wild?
if you go to b&q, you can get 5 big bags of sterilised topsoil for a tenner,
it has been screened and contains no weeds, stones or glass. get a bag of reptile sand or kids playsand., .. (these both have been screened too)
basically in your open topped tortoise table, use a mixture of sand and soil.
work out your own medium but as a guide, try 60% soil and 40% sand. this is close to a more natural substrate. too much soil on its own will end up being really dusty and will require spraying every so often, to hold it together.
i don't know of anyone that uses anything other than sand and soil for med tortoises. wood chippings are no good because they rot quickly and torts don't like the smell of some types. orchid bark is ok but good old soil.. even from your garden will be fine.

forgot to answer your question
i personally wouldn't use the bedding, .. what if they ate it?
it would probably swell inside the tortoise.
you could look at alternatives, some that i mentioned above, .. also, try hemp bedding.
i'm afraid the suitability of this bedding would be a question a vet would have to answer.
